Climate Governance in Sub-Saharan Africa specialist, World Bank

Claire is a specialist of public sector governance with over 10 years of experience in the Middle East, North Africa and Sub-Saharan Africa, including organizations such as the World Bank, the French Embassy in the United States and the European Commission in Brussels.


In the field of climate change governance, Claire currently contributes to the World Bank analysis of institutional capacities in the Global South to address climate change's effects, by assessing countries’ gaps in implementing their mitigation and adaptation objectives (e.g., Senegal, Somalia, Kenya, South Africa, Rwanda, Ethiopia). In the field of public participation in decision making processes, Claire is currently co-designing an unprecedented citizens' panel or deliberative poll in the unique Mozambican context.

Previous assignments included support for public sector reforms aiming at inclusive, efficient service delivery through assessments and capacity building trainings of officials and citizens alike in Kenya, Burkina Faso, Liberia, Tunisia, and Afghanistan. Prior focus on youth-led initiatives and participatory development (participatory budgeting and crowdsourced solutions for local development) in the Middle East and North Africa region as well as in Kenya.

Claire is a regular contributor to international research projects such as this academic publication (to be published soon) on the role of governments - especially at the decentralized levels - in Sub-Saharan Africa to address climate change effects; and on citizen participation, especially through civic tech, such as for the book Civic Tech in the Global South: Assessing Technology for the Public Good (World Bank, 2017) and Gender and Political Mobilization Online (ASH Center for Democratic Governance and Innovation, 2017).

A French native, Claire graduated in 2010 with a Master’s degree in European Public Affairs, and is an alumna of Sciences Po (Strasbourg, France) and Charles University (Prague, Czech Republic).
